FFMpeg is only required for rendering animations as a video file. Krita can export the animation as a image sequence(also via the render animation menu) without ffmpeg, and most video editors(even windows movie maker) can turn image sequences into video files. You will have to find a suitable video editor and figure out how to import the image sequence yourself, as this is located in different places in each video editor.
